Stop the HTTP Server.
Syntax
Actr_StopHTTPServer ( switches )
Parameters
| switches | not used, reserved for future use. Leave blank or put "-unused" |

If successful it returns 0.
If unsuccessful it returns an error code starting with $$ and the error code.
